What is the Political Courage Test?

West Virginia Congressional Election 2016 Political Courage Test

Unknown Position Do you generally support pro-choice or pro-life legislation?
I understand and empathize with both sides of this argument. I understand the "pro-choice" view that is defending a woman right to make choices on what to do with her body. I also understand the "pro-life" view that aims to preserve life and prevent abortions. This is an issue that will not likely be brought before congress, but is more apt to be brought up through the judicial system. In order to make an educated statement on an extremely complex issue, I would have to look at an individual proposal and not simply label myself as "pro-choice" or "pro-life"
No In order to balance the budget, do you support reducing defense spending?
No In order to balance the budget, do you support an income tax increase on any tax bracket?
I feel that defense spending should continue to be a priority, however there should be stricter oversight on military contractors, which could save money and help balance the budget. I am generally opposed to tax increases especially on middle-class and poorer Americans. I feel that there are many tax "loopholes" utilized by the wealthiest individuals in this country and I would support closing those "loopholes" so that the richest 1% pay their fair share.
Yes Do you support the regulation of indirect campaign contributions from corporations and unions?
Yes Do you support capital punishment for certain crimes?
Yes Do you support alternatives to incarceration for certain non-violent offenders such as mandatory counseling or substance abuse treatment?
No Do you support mandatory minimum sentences for non-violent drug offenders?
Yes Do you support federal spending as a means of promoting economic growth?
Yes Do you support lowering taxes as a means of promoting economic growth?
Yes Do you support providing tax incentives to businesses for the purpose of job creation?
No Do you generally support requiring states to adopt federal education standards?
I believe in local control for education but I believe that the government is under an obligation to ensure that taxpayer money is spent wisely.
No Do you support building the Keystone XL pipeline?
Yes Do you support government funding for the development of renewable energy (e.g. solar, wind, thermal)?
Yes Do you support increased regulations on the hydraulic fracturing ("fracking") industry?
Yes Do you believe that human activity is contributing to climate change?
Yes Do you support the federal regulation of greenhouse gas emissions?
Unknown Position Do you generally support gun-control legislation?
The way this question is phrased cannot be answered. I believe in responsible gun ownership and that a private individual has the right to "keep and bear arms". I also believe that the public has the right to living within a non-violent society. if individuals are to carry weapons in public it is important that they are "well regulated".
No Do you support repealing the 2010 Affordable Care Act ("Obamacare")?
I feel that while this legislation can be improved upon, 180,000 West Virginians are now insured under this program who were not before. No one in this country can be denied coverage due to a pre-existing condition, and medicare expansion has saved lives. I would sponsor legislation that would help keep premiums down and improve this system but would not vote to repeal this legislation.
Unknown Position Do you support requiring immigrants who are unlawfully present to return to their country of origin before they are eligible for citizenship?
Yes Do you support same-sex marriage?
Should the U.S use military force in order to prevent governments hostile to the United States from possessing a nuclear weapon?
Unknown Position Do you support increased American intervention in Iraq and Syria beyond air support?
The second question is too vague and ambiguous to answer. If given a "real-world" circumstance and an in-depth selection of military responses, I would be able to answer this effectively. However not knowing specific details and making blanket statements on uses of military force is irresponsible as an elected official.
No Do you support allowing individuals to divert a portion of their Social Security taxes into personal retirement accounts?

My top 3 priorities are: 1) Creating jobs and strengthening the economy by investing in infrastructure development which will create jobs and help create a business-friendly environment and tax base. 2) Expanding education opportunities by empowering teachers and defending valuable education programs. 3) Fighting the drug pandemic by supporting law enforcement efforts, implementing better pharmaceutical regulations, and providing better recovery options.
